Staff of the embassy should be fully aware of how they are intended to operate within the framework of the UFP Diplomatic Corp. The information below is an aide for all staff to that aim:
Who works in the Embassy on Duronis II?
Essentially there are four types of Staff:
- StarFleet Officers
- StarFleet Marines
- UFP Diplomatic Corps
- Non-enlisted Civilians
All four areas of staff work together with the untimate responsibility of working for the best interests of the United Federation of Planets on Duronis II. The staff members in each of these groups answer to the same Commanding Officer - the Federation Ambassador to Duronis II who also holds the rank of StarFleet Captain. Although he holds dual rank of Ambassador and Captain, most officers assigned to the embassy have a different rank system based on their status (i.e.- The Diplomatic Corps are ranked differently to Marines etc.)
Why is the embassy on Duronis II staffed by Starfleet officers and not just diplomats?
Formerly, Duronis II was staffed solely by diplomats; however her former Federation Ambassador and all his staff were assasinated in an attack on the embassy. Coming out of a Revolution and experiencing first contact with three different galactic super powers, the Laudean people are still in a stage of turmoil over their present and future. This makes Duronis II a risky assignment. The planet remains a danger zone in an hazardous area.
Part of the responsibilites of StarFleet's mission is diplomacy and her officers are well experienced in this field. They are also experts in first contact and work closely with non-enlisted staff in an embassy where it was deemed unsuitable to send solely diplomatic corps. As such, day-to-day running of an embassy department may fall under the responsibility of a StarFleet officer or a diplomat, with the CO holding both titles. Meanwhile, StarFleet Marines are responsible with the security of the embassy.
What duty posts are there?
There are some general duty post areas that can be filled. Please note that what is listed below is not a list of position names. While an officer may be assigned to "security," he or she may have a different title for their position, such as "Chief Security Officer."
- Ambassador / Commanding Officer:
- Responsible for the embassy property, and the safety of all citizens and personnel on Duronis II;
- Accountable for the actions of the embassy and personnel;
- Act as the penultimate voice of the Federation for the Laudeans;
- Negotiate with the Romulans and Zalkonians regarding their part in the Laudean political sphere;
- Deputy Chief of Mission:
- Equivalent to a First Officer;
- Responsible for ensuring the smooth and correct functioning of all departments;
- Collect reports from department heads and ensure they are delivered to the Ambassador, and UFP Diplomatic Corp;
- Acting as a surrogate Ambassador when the main Ambassador is not on-world or reachable;
- Ensure diplomatic orders are carried out;
- Evaluating and appraising general crew discipline;
- Lead away teams.
- Administrative Officer:
- Equivocable to the Operations officer on a starship;
- Manages facilities and operations of the embassy;
- Organizes vehicle craft, transporters, and communication equipment;
- Ensure personnel safety and organization.
- Security:
- Security officers and marines are charged with Ambassadorial Security;
- Protection of visiting dignitaries from the Federation;
- Counter-espionage against Romulans/Zalkonians;
- Dealing with criminal activity (thugs, traders, visiting aliens).
- Tactical:
- A Strategic Operations Officer with knowledge of fleetwide issues is stationed here to advise the Ambassador and Commanding Officer;
- How do you keep shipping lanes open with so many conflicting interests?;
- When diplomatic overtures become heated between Federation, Zalkonians, and Romulans, how does the Federation keep the peace?
- Science:
- The Laudeans are in the same shoes the Humans were in 300 years before -- how can the Federation keep the Prime Directive while encouraging the Laudeans?;
- How can the Federation benefit from Laudean technology?;
- What interesting things can be learned from the Laudean physiology, and the physiology of the planetary plants and animals?;
- Exploration of the spacial phenomena.
- Engineering:
- Keeping Embassy vessels in good shape;
- Staying within budget to ensure the upkeep of Federation vehicles and facilities;
- Taking advantage of Laudean technology when available;
- Counselor:
- Take care of the well-being of Embassy staff, who are away from home and part of a stressful diplomatic situation all the time;
- Help with diplomatic negotiations as necessary to counsel the Laudeans;
- Work with the Laudeans to deal with the concept of off-worlders and overcoming the trauma of the Revolution
- Medical:
- Learn the physiology of the Laudeans;
- Deal with new virus and bacteria exposure among StarFleet crew;
- Assist with medical emergencies in the Laudean population as necessary;
- Intelligence and Counter-Intelligence:
- Prepared to denny the existence of their operations if caught, a small group of starfleet inteligence officers are stationed on Duronis II as they would be at all embassies. They often undertake operations to learn what they can about the Zalkonans and Romulans: anything that could help the Federation gain the upper hand in negotiations with the Laundeans? New Technologies? or generally what their next move will be?
